Two amendments to the Constitution and Bylaws occurred during this time. They involved the number of districts within the Lower Brule Reservation and providing representation on the tribal council for those tribal members living off the reservation. The Constitution and Bylaws were amended to change
the districts to four. Also under this amendment, the non-residents were given power to elect one council member from off-reservation as their representative.
